27.1.

Appellate review should be available on substantially the same terms as other judgments under the law of the forum. Appellate review should be concluded expeditiously.

27.2.

The scope of appellate review should ordinarily be limited to claims and defenses addressed in the first-instance proceeding.

The appellate court may in the interest of justice consider new facts and evidence.
