21.1.
Ordinarily, each party has the burden to prove all the material facts that are the basis of that party's case.
21.2.
Facts are considered proven when the court is reasonably convinced of their truth.
21.3.
When it appears that a party has possession or control of relevant evidence that it declines without justification to produce, the court may draw adverse inferences with respect to the issue for which the evidence is probative.
