This Convention shall not apply to-—

(a)

contingencies which occurred before the coming into force of the relevant Part of the Convention for the Member concerned;

(b)

benefits in contingencies occurring after the coming into force of the relevant Part of the Convention for the Member concerned in so far as the rights to such benefits are derived from periods preceding that date.
