The decisions of the Court shall be taken by a majority of the judges present. In the event of a tie, a fresh vote shall be taken and, if there is still a tie, the President shall have a casting vote. This paragraph shall apply unless otherwise provided for in these Rules.
2.
The decisions and judgments of the Grand Chamber and the Chambers shall be adopted by a majority of the sitting judges. Abstentions shall not be allowed in final votes on the admissibility and merits of cases.
3.
As a general rule, votes shall be taken by a show of hands. The President may take a roll-call vote, in reverse order of precedence.
4.
Any matter that is to be voted upon shall be formulated in precise terms.
