The plenary sessions of the Court shall be convened by the President of the Court whenever the performance of its functions under the Convention and under these Rules so requires. The President of the Court shall convene a plenary session if at least one-third of the members of the Court so request, and in any event once a year to consider administrative matters.
2.
The quorum of the plenary Court shall be two-thirds of the elected judges in office.
3.
If there is no quorum, the President shall adjourn the sitting.
