Article 21 Functions of the Commission

The Commission is authorized to consider all matters pertaining to the aims of this Convention and, in particular:

(a)

The Commission shall, on the basis of the information submitted by the Parties in accordance with Article 20, review the operation of this Convention;

(b)

The Commission may make suggestions and general recommendations based on the examination of the information received from the Parties;

(c)

The Commission may call the attention of the Board to any matters which may be relevant to the functions of the Board;

(d)

The Commission shall, on any matter referred to it by the Board under article 22, paragraph 1(b), take such action as it deems appropriate;

(e)

The Commission may, in conformity with the procedures laid down in article 12, amend Table I and Table II;

(f)

The Commission may draw the attention of non-Parties to decisions and recommendations which it adopts under this Convention, with a view to their considering taking action in accordance therewith.
