1.
A preparatory meeting of the Contracting Parties shall be held not later than six months after the date of entry into force of this Convention.
2.
At this meeting, the Contracting Parties shall:
- (i)
determine the date for the first review meeting as referred to in Article 30. This review meeting shall be held as soon as possible, but not later than thirty months after the date of entry into force of this Convention;
- (ii)
prepare and adopt by consensus Rules of Procedure and Financial Rules;
- (iii)
establish in particular and in accordance with the Rules of Procedure:
- a)
guidelines regarding the form and structure of the national reports to be submitted pursuant to Article 32;
- b)
a date for the submission of such reports;
- c)
the process for reviewing such reports.
3.
Any State or regional organization of an integration or other nature which ratifies, accepts, approves, accedes to or confirms this Convention and for which the Convention is not yet in force, may attend the preparatory meeting as if it were a Party to this Convention.
