Voorbehouden, verklaringen en bezwaren

1	Toetreding door België onder de volgende verklaring: (a) in respect of Article 11, the Belgian Government, subject to reciprocity, will not demand a copy of the collective travel document; (b) in respect of Article 12, the Belgian Government, subject to reciprocity, will not require individual members of a group travelling under a collective passport to produce an official identity document; (c) in respect of Article 13, the Belgian Government reserves the right to transmit at a later date the text of its declaration concerning this article. . België heeft op 12-01-1962 de volgende verklaring afgelegd: The provisions of this Agreement shall be extended to young refugees and young stateless persons in accordance with the provisions of Article 13. .
2	Ratificatie door Denemarken onder de volgende verklaring: The period of three months shall be calculated from the date of entry into any Nordic State being a Party to the Convention of 12 July 1957 on the Waiver of passport control at the Inter-Nordic frontiers. Any sojourn in any of those States during the six months preceding the entry into any of those States from a Non-Nordic State shall be included in the above period of three months. Article 11 The leader of the party shall possess two additional copies of the collective passport, one of which to be handed to the passport control authority at the place of entry into the Nordic passport control area and the other one to be handed to the passport control authority at the place of exit from the same area. Article 12 Each person included in a collective passport must carry an individual identity card bearing a photograph. Article 13 For the purpose of admission to and stay in Denmark and subject to reciprocity, the provisions of the Agreement are hereby extended to young refugees and young stateless persons lawfully resident in the territory of another Contracting Party, subject to the following conditions: i. the inclusion of young refugees or young stateless persons on a collective passport commits the issuing Government to the re-admission without time-limit of such persons to its own territory even when a young refugee or young stateless person does not return with the party; ii. the names of young refugees and young stateless persons must be listed separately from those of nationals and their status clearly shown; iii. the collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons. .
3	Toetreding door Frankrijk onder de volgende verklaring: (a) in respect of Article 12, that proof of identity may be furnished by any legal means; (b) in respect of Article 13, that it will extend the provisions of the Agreement to young refugees and young stateless persons in accordance with the terms of this Article. . Ratificatie door Frankrijk onder de volgende verklaring: At the time of signature, the Government of the French Republic declares, in respect of Article 12, that proof of identity may be furnished by any legal means; At the time of signature, the Government of the French Republic declares, in respect of Article 13, that it will extend the provisions of the Agreement to young refugees and young stateless persons in accordance with the terms of this Article. .
4	Griekenland heeft op 15-06-1965 de volgende verklaring afgelegd: On 16 December 1961, Greece signed the European Agreement of the same date relating to travel by young persons on collective passports. As no reservation was made at that time in respect of Article 13 of the Agreement, the Greek Government considers the declaration provided for in that Article to have been made implicitly as regards the extension of the Agreement to young refugees and stateless persons. In testimony whereof, it formally confirms that declaration today. .
5	Ratificatie door Ierland onder de volgende verklaring: in respect of Article 11, one additional copy of the collective passport will be required if the party is not composed solely of nationals of the Contracting Party which issues the document. in respect of Article 12, young persons aged 16 years or over must be in possession of an official identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously). Alternatively, a photograph, certified by the leader of the party, the organisers of the party or an official authority should be firmly affixed to the collective passport opposite the name of the individual whom it concerns. in respect of Article 13, the Irish Government is prepared to extend the provisions of the Agreement to young stateless persons lawfully resident in the territory of another Contracting Party subject to the following conditions: 1. It is understood that any young stateless person included on a collective passport will be readmitted to the territory of the Contracting Party which issues the document without time limit and even if he does not return with the party. 2. The collective passport must a. bear a clear indication at the top that the party is not composed solely of nationals but includes stateless persons, and b. list separately the names of the stateless persons and their status. 3. A copy of the collective passport must be provided for the immigration authorities. 4. Each stateless person aged 16 years or over must carry an identity card bearing a photograph. .
6	Toetreding door IJsland onder de volgende verklaring: The period of three months shall be calculated from the date of entry into any Nordic State being a Party to the Convention of 12 July 1957 on the Waiver of passport control at the Inter-Nordic frontiers. 7	Toetreding door Italië onder de volgende verklaring: (a) in respect of Article 1, the field of application of the Agreement and the reference to persons who shall benefit from it shall be expressly limited to the countries with which the need for entry visas has been abolished. (b) in respect of Article 12, members of groups travelling under the collective passport will have to prove their personal identity by means of an official document of some kind bearing a photograph. . Ratificatie door Italië onder de volgende verklaring: The Government of Italy declares that, in respect of Article 1, the field of application of the Agreement and the reference to persons who shall benefit from it shall be expressly limited to the countries with which the need for entry visas has been abolished. The Government of Italy declares that, in respect of Article 12, members of groups travelling under the collective passport will have to prove their personal identity by means of an official document of some kind bearing a photograph. . Italië heeft op 11-08-1965 de volgende verklaring afgelegd: Article 13 of that Agreeemnt is applicable in Italy to young political refugees permanently resident in Belium, France and the Netherlands. . Deze verklaring is op 25-03-1966 door Italië ingetrokken.
8	Ratificatie door Liechtenstein onder de volgende verklaring: The identity can be proved by all means approved by the law. The provisions of the Agreement are extended to young refugees and young stateless persons in accordance with the provisions of this article. 10	Toetreding door Malta onder de volgende verklaring: The Malta authorities will require each person aged sixteen years or over who travels in a party using a collective passport covered by this Agreement to be in possession of an official identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously) or, alternatively, a certified photograph of each such member to be affixed to the collective passport opposite his or her name. These photographs may be certified by the organising body or by the leader of the party and, after they have been affixed to the collective passport, must be stamped by the authority issuing this travel document in such a way that the photograph cannot be removed and replaced by another. It would also be of considerable assistance to the Malta immigration authorities if young persons under the age of sixteen years travelling in parties using a collective passport could carry with them some sort of official identity document, but this is not essential. .
11	Ratificatie door het Koninkrijk der Nederlanden onder de volgende verklaring: (a) in respect of Article 11, the Government of the Kingdom of the Netherlands, subject to reciprocity, will not demand additional copies of the collective travel document; (b) in respect of Article 12, the Government of the Kingdom of the Netherlands, subject to reciprocity, will not requrie individual members of a group travelling under a collective passport to produce an official identity document; (c) in respect of Article 13, the Government of the Kingdom of the Netherlands will extend the provisions of the Agreement to young refugees and young stateless persons in accordance with the terms in this Article. We approve herewith, for the Kingdom in Europe, the Agreement reproduced above. . Het Koninkrijk der Nederlanden heeft op 11-01-1964 de volgende verklaring afgelegd: The Government of the Kingdom of the Netherlands, subject to reciprocity, will not demand additional copies of the collective travel document. The Government of the Kingdom of the Netherlands, subject to reciprocity, will not require individual members of a group travelling under a collective passport to produce an official identity document. The Government of the Kingdom of the Netherlands will extend the provisions of the Agreement to young refugees and young stateless persons in accordance with the terms of this Article. .

13	Ratificatie door Portugal onder de volgende verklaring: Article 5 Le Portugal limitera à vingt-cinq le nombre maximum de noms qu'un titre de voyage pourra comporter. . Deze verklaring is op 29-01-1988 door Portugal ingetrokken. Portugal heeft op 29-01-1988 de volgende verklaring afgelegd: From now on, Portugal will accept that each collective travel document may include the maximum number of fifty names. .
14	Ratificatie door Spanje onder de volgende verklaring: In respect of Article 12 of the European Agreement on Travel by Young Persons on collective Passports between the member countries of the Council of Europe, persons benefiting from the Agreement, while not required to present a national identity card or equivalent document on their entry into Spain, must nevertheless always carry such a document for a possible later control. .
15	Toetreding door het Verenigd Koninkrijk onder de volgende verklaring: The United Kingdom authorities will require each person aged sixteen years or over who travels in a party using a collective passport covered by this Agreement to be in possession of an official identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously) or, alternatively, a certified photograph of each such member to be affixed to the collective passport opposite his or her name. These photographs may be certified by the organising body or by the leader of the party and, after they have been affixed to the collective passport, must be stamped by a British Visa Officer in such a way that the photograph cannot be removed and replaced by another. It would also be of considerable assistance to the United Kingdom immigration authorities if young persons under the age of sixteen years travelling in parties using a collective passport could carry with them some sort of official identity document, but this is not essential. . Ratificatie door het Verenigd Koninkrijk onder de volgende verklaring: The ratification is in respect of the United Kingdom, Jersey, the Bailiwick of Guernsey, the Isle of Man, Gibraltar and the State of Malta only. At the time of ratification the Government of the United Kingdom hereby declare, with reference to Article 11 of the Agreement, that one additional copy of the collective passport will be required if the party is not composed solely of nationals of the Contracting Party which issues the document. The inclusion of young refugees or young stateless persons on a collective passport commits the issuing Government to the re-admission without time-limit of such persons to its own territory even when a young refugee or young stateless person does not return with the party. ii. The names of young refugees and young stateless persons must be listed separately from those of nationals and their status clearly shown. iii. A copy of the collective passport must be provided for the immigration authorities. v. 17	Toetreding door Zwitserland onder de volgende verklaring: (a) in respect of Article 12, that proof of identity may be furnished by any legal means; (b) in respect of Article 13, that the provisions of the Agreement extend to young refugees and young stateless persons according to the terms of this article. .
18	Toetreding door de Voormalige Joegoslavische Republiek Macedonië onder de volgende verklaring: On behalf of the Government of the Republic of Macedonia, I declare that the Government of the Republic Macedonia agrees with the provisions of the European Agreement on Travel by Young Persons on Collective Passports between the Member Countries of the Council of Europe, opened for signature on 16 December 1961. The ratification procedure before the competent organs of the Republic of Macedonia shall be initiated puruant to Article 68, subparagraph 6, of the Constitution of the Republic of Macedonia and Article 14 of the Agreement. We consider that with this instrument the Republic of Macedonia becomes a signatory State to the European Agreement on Travel by Young Persons on Collective Passports between the Member Countries of the Council of Europe. At the same time we should like to declare our readiness to sign directly the above mentioned Agreement as soon as possible. .
