The Court shall deliberate in private. Its deliberations shall remain secret.

2.

Only the judges shall take part in the deliberations. The Registrar or the designated substitute, as well as such other officials of the Registry and interpreters whose assistance is deemed necessary, shall be present. No other person may be admitted except by special decision of the Court.

3.

Before a vote is taken on any matter in the Court, the President may request the judges to state their opinions on it.
