Principles of equitable distribution for purposes of article 103, paragraph 3, shall include:
- (a)
The principle of equitable geographical distribution;
- (b)
The need to afford each State on the list an opportunity to receive sentenced persons;
- (c)
The number of sentenced persons already received by that State and other States of enforcement;
- (d)
Any other relevant factors.
