This Code shall be open to signature by the member States of the Council of Europe. It shall be subject to ratification. Instruments of ratification shall be deposited with the Secretary-General, provided that the Committee of Ministers in appropriate cases has previously given an affirmative decision as provided for in Article 78, paragraph 4.
2.
This Code shall enter into force one year after the date of the deposit of the third instrument of ratification.
3.
As regards any Signatory ratifying subsequently, this Code shall enter into force one year after the date of deposit of its instrument of ratification.
