The Standing Group on the Oil Market shall on a continuing basis review the operation of the General Section.
2.
In the event of changes in the conditions of the international oil market, the Standing Group on the Oil Market shall report to the Management Committee. The Committee shall make proposals on appropriate changes to the Governing Board which, acting by majority, shall decide on such proposals.
