a.
The Secretariat shall be located at the seat of the Council.
b.
The Secretary General is responsible to the Committee of Ministers for the work of the Secretariat. Amongst other things, he shall, subject to Article 38.d, provide such secretariat and other assistance as the Consultative Assembly may require.
