De lidstaten ondersteunen de transnationale samenwerking met het oog op de bevordering van wederzijds leren, waarbij de doeltreffendheid van de door het ESF ondersteunde beleidsmaatregelen wordt verbeterd. Bij een transnationale samenwerking zijn partners van ten minste twee lidstaten betrokken.

In afwijking van lid 1 kunnen lidstaten met één enkel door het ESF gesteund operationeel programma of één enkel door meerdere fondsen gesteund operationeel programma in naar behoren gemotiveerde gevallen en met inachtneming van het proportionaliteitsbeginsel bij uitzondering besluiten transnationale samenwerkingsacties niet te steunen.

De lidstaten kunnen tezamen met de relevante partners de thema's voor transnationale samenwerking kiezen uit een door de Commissie voorgestelde en door het in artikel 25 bedoelde Comité goedgekeurde lijst van gemeenschappelijke thema's of andere aan hun behoeften beantwoordende thema's kiezen.

De Commissie vergemakkelijkt de transnationale samenwerking betreffende de gemeenschappelijke thema's op de in lid 3 bedoelde lijst en, waar zulks dienstig is, andere door de lidstaten gekozen thema's via wederzijds leren en gecoördineerde of gezamenlijke acties. De Commissie zet met name een platform op EU-niveau op om het opzetten van transnationale partnerschappen, de uitwisseling van ervaringen, de capaciteitsopbouw en de netwerking, en de benutting en verspreiding van de relevante resultaten te vergemakkelijken. Bovendien ontwikkelt de Commissie een gecoördineerd uitvoeringskader met gemeenschappelijke subsidiabiliteitscriteria, types en tijdschema's voor acties, en gemeenschappelijke methodologische benaderingen voor monitoring en evaluatie, met het oog op de vergemakkelijking van de transnationale samenwerking.
