Article 10, paragraphs 1 and 4, of the Single Convention shall be amended to read as follows:

The members of the Board shall serve for a period of five years, and may be re-elected.

The Council, on the recommendation of the Board, may dismiss a member of the Board who has ceased to fulfil the conditions required for membership by paragraph 2 of article 9. Such recommendation shall be made by an affirmative vote of nine members of the Board. ’
