The archives of the Tribunal, and all papers and documents in whatever form, and materials being sent to or from the Tribunal, held by the Tribunal or belonging to it, wherever located and by whomsoever held, shall be inviolable.
2.
The termination or absence of such inviolability shall not affect protective measures that the Tribunal may order with regard to documents and material made available to or used by the Tribunal.
