The Host State shall make adequate arrangements by which visas for visitors of persons detained by the Kosovo Relocated Specialist Judicial Institution are processed promptly. Visas for visitors who are family members of a person detained by the Kosovo Relocated Specialist Judicial Institution shall be processed promptly and may be issued, where appropriate, free of charge or for a reduced fee.

Visas for the visitors referred to in paragraph 1 of this Article may be subject to territorial limitations. Visas may be refused in the event that:
- a)
the visitors referred to in paragraph 1 of this Article cannot produce documents justifying the purpose and conditions of the intended stay and demonstrating that they have sufficient means of subsistence for the period of the intended stay and sufficient means for the return to the country of origin or transfer to a third State into which they are certain to be admitted, or that they are in a position to acquire such means lawfully;
- b)
an alert has been issued against them for the purpose of refusing entry; or
- c)
they must be considered a threat to public order, national security or the international relations of any of the Contracting Parties to the Convention implementing the Schengen Agreement of 14 June 1985 between the Governments of the States of the Benelux Economic Union, the Federal Republic of Germany and the French Republic on the Gradual Abolition of Checks at their Common Borders.

The Host State may attach such conditions or restrictions to the visa referred to in paragraph 2 of this Article as may be necessary to prevent violations of its public order or to protect the safety of the person concerned.
