There is established by this Convention an International Explosives Technical Commission (hereinafter referred to as ‘the Commission’) consisting of not less than fifteen nor more than nineteen members appointed by the Council of the International Civil Aviation Organization (hereinafter referred to as ‘the Council’) from among persons nominated by States Parties to this Convention.
2.
The members of the Commission shall be experts having direct and substantial experience in matters relating to the manufacture or detection of, or research in, explosives.
3.
Members of the Commission shall serve for a period of three years and shall be eligible for re-appointment.
4.
Sessions of the Commission shall be convened, at least once a year at the Headquarters of the International Civil Aviation Organization, or at such places and times as may be directed or approved by the Council.
5.
The Commission shall adopt its rules of procedure, subject to the approval of the Council.
