The Interim Outline Edition referred to ‘economic welfare’ but there is no reason to confine this principle to only one aspect of welfare. This principle embraces all or almost all the others. The whole purpose and raison d'être of the DCFR could be said to derive from this principle. If it does not help to promote the welfare of the citizens and businesses of Europe however indirectly, however slowly, however slightly — it will have failed. Although all-embracing, this principle is too general to be useful on its own.
