1.

Each Contracting Party shall guarantee the following rights to migrant workers:

—

the right to leave the territory of the Contracting Party of which they are nationals;

—

the right to admission to the territory of a Contracting Party in order to take up paid employment after being authorised to do so and obtaining the necessary papers.

2.

These rights shall be subject to such limitations as are prescribed by legislation and are necessary for the protection of national security, public order, public health or morals.

3.

The papers required of the migrant worker for emigration and immigration shall be issued as expeditiously as possible free of charge or on payment of an amount not exceeding their administrative cost.
