The timescales for the application of the limit values referred to in article 3, paragraphs 2 and 3, shall be:

a)

For new stationary sources, one year after the date of entry into force of the present Protocol for the Party in question; and

b)

For existing stationary sources, one year after the date of entry into force of the present Protocol for the Party in question or 31 December 2020, whichever is the later.

The timescales for the application of the limit values for fuels and new mobile sources referred to in article 3, paragraph 5, shall be the date of entry into force of the present Protocol for the Party in question or the dates associated with the measures specified in annex VIII, whichever is the later.

The timescales for the application of the limit values for VOCs in products referred to in article 3, paragraph 7, shall be one year after the date of entry into force of the present Protocol for the Party in question.

Notwithstanding paragraphs 1, 2 and 3, but subject to paragraph 5, a Party to the Convention that becomes a Party to the present Protocol between January 1, 2013, and December 31, 2024, may declare upon ratification, acceptance, approval of, or accession to, the present Protocol that it will extend any or all of the timescales for application of the limit values referred to in article 3, paragraphs 2, 3, 5 and 7, as follows:

a)

For existing stationary sources, up to fifteen years after the date of entry into force of the present Protocol for the Party in question;

b)

For fuels and new mobile sources, up to five years after the date of entry into force of the present Protocol for the Party in question; and

c)

For VOCs in products, up to five years after the date of entry into force of the present Protocol for the Party in question.

A Party that has made an election pursuant to article 3bis of the present Protocol with respect to annex VI and/or VIII may not also make a declaration pursuant to paragraph 4 applicable to the same annex.
