In the event of war or other exceptional circumstances any Contracting Party may make rules temporarily derogating from the provisions of this Convention and having immediate effect. It shall forthwith notify the Secretary General of the Council of Europe of any such derogation and of its cesser.

2.

Any Contracting Party may denounce this Convention by means of a notification addressed to the Secretary General of the Council of Europe. Such denunciation shall take effect six months after the date of receipt by the Secretary General of such notification.
