Any Contracting State may, at any time, by declaration addressed to the Secretary General of the Council of Europe, extend this Convention to any violations provided for in Article 1, paragraph 3 of this Convention.

2.

Any declaration made in pursuance of the preceding paragraph may be withdrawn according to the procedure laid down in Article 7 of this Convention.
