The Central Authority of a Contracting State, either directly or through public authorities or other bodies, shall take all appropriate steps to —

a)

facilitate communications, by every means, between the competent authorities in situations to which the Convention applies;

b)

provide, on the request of a competent authority of another Contracting State, assistance in discovering the whereabouts of an adult where it appears that the adult may be present and in need of protection within the territory of the requested State.
