Proceedings in respect of a failure to comply with professional obligations shall be barred after a period of five years. The period of limitation shall begin on the date of such failure.
(2)
The period of limitation shall be interrupted by any procedural step taken in respect of such failure by a Disciplinary Body or one of its members against the professional representative concerned. Each interruption shall cause the period of limitation to begin again.
